You could, indeed, try that -- and rather than applying it to a copy, you can do a clean install and then migrate the settings (and apps) from your Panther install.
Then, check it out, and if you're happy, you can copy the whole thing back. Note, though -- the data differences still apply. If you try to roll back to Panther, your mail won't necessarily be there...
