Question Restoring to a new SSD

I've received errors in doing SD backups to an external SSD and a separate HDD. Dave has indicated it is a failing internal SSD. If (!) I can convince Apple of the problem (because the Mac still WORKS…it just shows errors on backup), and they install a new internal SSD, it will likely have a different OS version than is on the backup (The machine is on Mojave 10.14.1 now, but the backup is 10.13.6, and I don't know what OS version will be on the new SSD - depends on the date of manufacture, I guess.

Sooo, if I do a Restore from external SSD, does that restore the 10.13.6 version over the 10.14 it may have, or what? I've heard Macs won't install an older version over a newer version. Or, should I boot from the SD clone and do a Migration? But if the OSes don't match, that's a problem there too… Or try a restore from a Time Machine backup? TM SEEMS to be working.

I've had SD for many years, but this is the first time I've had to restore…so I'm kind of a newbie at this.
