Make Network & Dev Hidden

I understand that these 2 folders are visible and that when your boot into it they are suppose to become hidden,

might I know the logic behind making these visible in the first place ?

according to superduper its suppose to make the destination identical but as long as these 2 folders are visible its not identical

is there a way to make them hidden without doing any damage ?

I prefer them identical and hidden even when not booted in
