You didn't state in your post from which Mini you are migrating.

If it's a PowerPC G4 model, just not going to work.

If it's an Intel Mini (Minitel?), then updating it to 10.4.8 might let the clone boot the MacPro. I wouldn't bet money on it though as I haven't delved deep enough into the changes in 10.4.8 that would assure a bootable presence across all the recent hardware intros.

So, you may be forced to use Migration Assistant. My experience with Migration Assistant is that it works as well as cloning over to a new box and I've little or no things go awry (OK, so I needed to re-install a couple of kexts on the destination, but I knew that up front).
