Can't boot from Clone

I recently upgraded from Sierra to Mojave. Before doing so, I cloned my Macintosh HD (an SSD) to a partition on a USB3 drive (spinning disk). All seemed to go well. But now, for reasons that are complicated and don't really matter, I need to boot from that backup.

The backup disk is available in the Startup Disk System Preference, but it does not show up when I restart with the option key held down.

If I attempt to boot from the backup via System Preferences the machine works and works and seems to be accessing the backup disk, but then finally craps out with a flashing folder icon.

I gather this means that the Mac wasn't able to find a system on that disk. Needless to say, there is a system there. Is there anything I can do to get it to boot into Sierra?

Many thanks to anybody who can offer a suggestion!

Steve
