Hi, Matthew.
A few things could be going on here. First, just because you've got a USB 2.0 drive, doesn't mean that you're running at USB 2.0 speeds. I'm guessing that it has stepped down due to a slow device on the same "bus".
But, if your system crashed, it's quite possible that a low-level driver/kernel extension is interfering with copying. This is almost always some form of AntiVirus, that's attempting to scan every file copied to the external -- slow and, due to bugs in those scanners when confronted with a large number of files, buggy.
So, if you have AV on, disable auto-protect. Then, use Smart Update and re-copy -- SD! will compare the two drives and reconcile the backup, adding any missing files.
