It's empty when the image is mounted, Jeff, because FileVault hides and encrypts the data. Inside the "empty" folder is a hidden image that contains your user data.

If you restore the entire folder, the image should get restored as well, and once you boot from and log into that account, the data will be revealed.

You can also turn on "hidden files" in Finder (use something like Tinker Tool) and you'll see the image, which you can (given the password) mount.
